That is according to the Evening Standard, who claim Tottenham have already made an enquiry to Everton about the England international.
Spurs manager Mauricio Pochettino is said to consider Barkley the ideal man to get the best out of star striker Harry Kane.
Barkley has struggled since the arrival of Ronald Koeman in the summer.

The Dutch boss has publicly slammed the midfielder's performances this season, which has seen him drop to the bench on a number of occasions.
Tottenham would reportedly need to bid at least £35million for Everton to consider selling the 23-year-old, who has made over 100 appearances for the club after rising through the academy.
Pochettino yesterday played down Tottenham's financial power in the transfer market but suggested the north London club are on the lookout for new recruits.

“It is a difficult question,” he said. “All the clubs are working — not only in England. In Europe, they have big networks to find the talent around the world.
“It is a very complex thing and it is not easy. Then, when the top clubs have more power and can pay more money than you, it is not easy.
“You need to be creative, you need to find players who work well together but in the end, sometimes money can make the difference.”
