Express Sport understands Chelsea manager Antonio Conte has Kondogbia on his list of targets for next month's transfer window.
But Liverpool are also monitoring the 23-year-old, who cost Inter £28million when he moved from Monaco last year.
Kondogbia joined Inter with high expectations, signing a five-year contract.
AC Milan claimed at the time that they had agreed to sign him - only for Inter to offer more money at the 11th hour.

But he has failed to help the club compete for trophies in Serie A and new manager Stefano Pioli is ready to offload him.
And Italian newspaper Gazzetta dello Sport claim Inter have set a price for Kondogbia.
According to the report, Inter want to send the France international out on loan with a mandatory £18.6m (€22m) fee to make the deal permanent.
That would give Inter enough funds to pursue their own target - genoa defensive midfielder Tomas Rincon.

Chelsea manager Conte knows of Kondogbia from his time watching Serie A while in charge of Italy for a two-year stint.
The boss is also believed to be keen on landing Real Madrid outcast James Rodriguez.
However, Manchester United are also tracking the Colombia playmaker.
