Tore joined West Ham on a season-long loan in the summer from Turkish side Besiktas.
But the winger has failed to impress in eight appearances and is currently sidelined with a thigh injury.
The Hammers want to offload the 24-year-old as quickly as possible, however, Besiktas are playing hardball over his £2.5m fee.

"We will take Tore back in January on one condition - we won't pay West Ham back the £2.5m loan money for him," chairman Fikret Orman told The Sun.
"Gokhan wants to come back to Besiktas but we will only agree if they agree over the loan payment.
"And they are paying his wages in full."
Tore is reportedly earning £40,000 a week at the London Stadium but has done little to prove his worth to the Hammers.

Combined with his loan fee, the Turkey international has set the east London club back around £400,000 per appearance.
He has been sidelined with a knee injury since early October and has already missed six games.
