The Lazio defender was limited to just two appearances last season due to injury.
Arsenal spent £35m on Shkodran Mustafi in the summer, who has settled in well with Per Mertesacker sidelined.
Chelsea meanwhile are believed to be gearing up for a busy January window, and are looking to strengthen their defence despite an upturn in form, that has seen them win their last five Premier League games on the trot.

Reports last month suggested De Vrij had been offered a new long-term deal by Lazio to ward off interest from English suitors.
But according to Italian paper La Repubblica, De Vrij has yet to agree fresh terms with the Serie A outfit.
The report suggests the 24-year-old is being monitored by Arsenal and Chelsea in case negotiations collapse.
Meanwhile, it is thought the Blues have made Juventus' Leonardo Bonucci their top target.
The 29-year-old was on Chelsea's radar over the summer, but a move failed to materialise.

And he has set the record straight on the rumoured interest from Manchester City too.
He said: "Manchester City said that I had called them to move there? I did not call anybody, they have not called me personally."
