Horgan, 24, has caught the eye this year after scoring in the Irish champions' Europa League clash at Zenit St Petersburg.
Dundalk are second in their Europa League group and have a real chance of progressing to the last-32 stage.

Dundalk won the Ireland title this term and are competing in the Europa League
They won the League of Ireland Premier Division title this year and lost the FAI Cup final to Cork City 2-1 yesterday.
But winger Horgan may be plying his trade in England by the time the Europa League knockout rounds start in February next year.
Horgan's contract expires on December 8 and he would be free to move to a club outside the transfer window once the deal has run down.
According to The Sun, Championship sides Ipswich, Reading and Preston are all interested in the playmaker.
Newcastle appear to have ditched their long-standing policy of scouting players from the French leagues and are supposedly keen on Horgan.
Aston Villa, who this summer were taken over by Chiense businessman Dr Tony Xia, are also said to have sent scouts to watch Horgan in Dundalk's FAI Cup final defeat.
