Sissoko caught Arter in the face during the second half of Saturday's 0-0 draw at Dean Court.
Referee Craig Pawson failed to punish the Frenchman and tempers flared following the incident.
The FA have reviewed video evidence and have taken retrospective action, meaning Sissoko now faces a three-match ban.

The Frenchman apologised to the after afterwards and the Cherries midfielder admitted there was no hard feelings post match.
"He said it was an accident. I'm happy to take that as gospel," Arter said.
"I never want to see a player get into trouble if they didn't mean to. Sissoko apologised. I'm happy to move on from it."
However, Match of the Day pundit Danny Murphy was critical of the 27-year old and predicted he would face retrospective action from the FA.

"Sissoko is going to get done for that whether he meant to or not," Murphy said.
"I don't know what he was thinking. It looks awful."
Manchester City's Sergio Aguero was banned for three matches last month after being found guilty of violent conduct against West Ham defender Winston Reid.
