Rooney, 30, has endured a mixed season at Manchester United and has lost his place in manager Jose Mourinho's starting XI.
The club captain looks set to remain at United this season, although there are reports that he could be moved on next summer.
And Redknapp believes the former Everton star, who has been played deeper in midfield under Mourinho, would excel at either of United's title rivals.
Rooney is likely to get offers from China and MLS if he decides to quit United this summer.
The England captain, who is the Premier League's highest earner on £300,000 a week, has already confirmed he will retire from international duty after the 2018 World Cup.
Arsenal signed striker Lucas Perez before the summer transfer deadline and are understood to be seeking another goalscorer, although a move for veteran Rooney is unlikely.
And Chelsea are also unlikely to get their hands on the five-time Premier League winner unless they offer United a hefty transfer fee.
