The striker finally brought an end to his miserable two-year spell with Liverpool by signing for Ligue 1 side Nice on a free transfer.
It took Liverpool boss Jurgen Klopp until deadline day to offload the striker, who was dumped in with the reserves after struggling at AC Milan last season.
But Raiola insists the player was still in demand despite his reputation as a disruptive influence inside the dressing room.
Nice was not a last resort for Mario. He had many offers
"Nice was not a last resort for Mario. He had many offers," Raiola said at Balotelli's Nice unveiling.
"There were alternatives in Italy, in Germany, in England, in Spain, but we chose this. The French league is interesting and is played offensively.
"The national team is something that Mario likes a lot, but today he should focus on Nice and their performance."

Balotelli wasn't the only Raiola client to move clubs this summer.
The super-agent brokered deals for Paul Pogba, Zlatan Ibrahimovic and Henrikh Mkhitaryan to move to Manchester United.
However, he was unsuccessful in securing moves for two other clients - Romelu Lukaku and Blaise Matuidi - who ended up staying with current clubs Everton and Paris Saint-Germain respectively.
