Initially, Spurs had a £15m bid rejected by the Magpies.
Everton were thought to have agreed terms, but eventually withdrew their interest and Tottenham caved into Newcastle’s demands.
When asked why he joined Spurs, he told the club’s official website: “It’s simple. They did well last season, they have a great manager, they have a good team.
“I spoke to Hugo Lloris, he told me this club is amazing and everything is here for me… to be good, to play some good games and to fight with the best teams… in England so that’s why I came here.”
Spurs formally confirmed the move late last night.

He signed a five-year deal and will wear the No.17 shirt.
He is in line to make his Premier League debut against Stoke on September 10.
