The 25-year-old is thought to have been valued at £30million by the Serie A outfit.
Arsene Wenger has been monitoring the player’s progress as he only has three recognisable centre-backs at his disposal.
Chelsea meanwhile are tracking Manolas, with John Terry set to play a bit-part role while first choice Kurt Zouma, may not be fit in time for the start of the season.
Reports last month suggested Manchester United had a £28million bid for Manolas rejected.
According to Italian paper Corriere dello Sport, Manolas remains a target for Arsenal and Chelsea.
It was thought Roma were willing to increase his pay packet from £1.5m a season to £2.3m as well as extend his contract an extra year until 2020.
But Manolas’ agent, Iannis Evangelopoulos, isn’t confident a new deal with Roma will be reached.
“It’s true, I can confirm we have not agreed a contract renewal with Roma,” he said.
“Could he reach it over the next few weeks? I doubt we will.”
