Wenger, 68, is understood to be on the FA's shortlist of candidates to succeed departed boss Roy Hodgson.
England are seeking a new manager following their embarrassing exit from Euro 2016 and Wenger has just one year remaining in his contract.
But Campbell, who started his career at Arsenal but left the club in 1995 - a year before Wenger arrived as manager - thinks the Frenchman will remain at the Emirates and go for the title next season.

"Fair play to Leicester, Leicester won it hands down, but it was the best chance Arsenal had had in many years to bring the Premier League title to the Emirates and it went missing.
"So he is going to have his work cut out this season. He is going to have to make it happen this season."
Arsenal have not won the title since 2004, when they went the whole season unbeaten.
Twelve years later and Wenger has just three FA Cup triumphs to show for his work, which included managing the club through their stadium move from Highbury to the Emirates.
