Last month, the German defender signed a contract to join Bayern Munich from Borussia Dortmund on a five-year deal despite rumours of a move to Old Trafford.
"Fundamentally, England, Spain and Germany were the relevant leagues I could see myself playing football in," Hummels told German outlet Suddeutsche Zeitung.
"But at this stage there just was not that one English club where the overall package was fitting.
"The overall package means: a club which fascinates me, a club I have always wanted to join, and where the sporting constellation is right, and which of course plays Champions League football next season.
“And because of the latter, one club was ruled out, and you can envision which club that was."
The Belgian striker has been linked with a return to Chelsea but Raiola says the arrival of majority shareholder Farhad Moshiri has changed the situation.
Raiola told Belgian newspaper Sportwereld: "If he leaves, it has to be a good deal for all parties involved.
"Everton don't need money anymore. Rom wants to play for a club that can win trophies. Something's changed at Everton - there's a new project."
Andros Townsend is not on Liverpool's transfer wish-list this summer.
The Newcastle winger has been linked with a move to Anfield after an impressive end of the season with the relegated Magpies.
But according to the Liverpool Echo, the Reds are not among the clubs interested in the England international.
