According to Italian newspaper Il Messaggero, the Rome club are considering offers for both City full-backs in a push to bolster their defence.
Express Sport understands Zabaleta may be offered the chance to leave City unless he can convince new manager Pep Guardiola not to sign a replacement.
And Sagna, currently on international duty with France at Euro 2016, may also quit the club as he enters the final year of his £150,000-a-week contract.

Former City boss Roberto Mancini is preparing his side for the new season and he remains a big fan of the Ivorian.
But Toure still has a year remaining on his £220,000-a-week contract and Inter cannot afford those wages.
The 33-year-old is prepared to stay for one more year at the Etihad under new manager Pep Guardiola.
