Roma have £25m to spend after selling Pjanic to Serie A rivals Juve, while Chelsea are reportedly plotting a £35.5m deal for midfielder Radja Nainggolan.
Roma are also interested in Real Madrid's Mateo Kovacic, with reports in Italy claiming an interview has taken place over a move.
It is not known if a move for Kovacic would spurn Wijnaldum's transfer, although Roma manager Luciano Spalletti is keen to bring in new faces this summer.
Wijnaldum cost Newcastle £14.5m from PSV last summer and scored 11 goals in his debut season in England.
