Everton are willing to meet Stoke's valuation and beat transfer rivals West Brom to Arnautovic's signature.
Koeman must also contend with the proposed departures of John Stones and Romelu Lukaku.
Juventus are said to be interested in landing Lukaku after Euro 2016 as the Serie A giants seek a replacement for Real Madrid-bound Alvaro Morata.
And Manchester City will reportedly step up their interest in Stones after target Aymeric Laporte signed a new contract at Athletic Bilbao.
