Balotelli spent the whole of this season on loan at the San Siro from Liverpool.
But he struggled in Italy, scoring just three goals in 23 appearances for Milan.
Silvio Berlusconi confirmed the 25-year-old will be leaving the club along with a number of other players earlier this week.
“Many will be leaving because players like Alex, Mexes, Boateng and Balotelli are at the end of their contracts,” Berlusconi said.

And now according to Italian outlet Sport Mediaset, Galatasaray are weighing up a move for the striker.
The Turkish side are keen to strengthen their attack after losing Burak Yilmaz to Beijing Guoan in January.
Lazio and Espanyol have also showed an interest in the Italian international.
