Sky Sport Italia last week claimed the Blues had approached officials in Naples over a deal.
Incoming manager Antonio Conte is said to have instructed club bosses to push for the Senegal international.
And Chelsea will now make a second attempt to secure a transfer after that first bid was turned down.
Euro 2016 stars Chelsea should sign
Conte is preparing for a big summer of transfer activity at Stamford Bridge once his stint as Italy head coach finishes after Euro 2016.
Roma's Kostas Manolas is another name on Conte's list of defensive targets, although there appears to have been little recent progress in their pursuit of the Greece international.
Conte has already secured a one-year contract extension for veteran John Terry.
