The 24-year-old defender has been linked with a high profile move this summer, with Serie A rivals AC Milan, Juventus and Roma said to be interested.
But Italian publication La Stampa claim both United and City are in pole position to land the centre-half as he looks for an international move.
Maksimovic, who has been dubbed the 'new Nemanja Vidic', has also reportedly caught the attention of Premier League rivals Tottenham.
Spurs were thought to be lining up a move for the former Red Star Belgrade defender in January, but he stayed put at Torino.

The Serbia international spent most of the first half of the campaign on the sidelines after fracturing his foot, but has impressed since his return.
Maksimovic, who has started every league game since mid-January, is said to be valued at £20million by Torino.
