Zieler, 27, is understood to have caught the eye of City scouts seeking a long-term deputy to Joe Hart.
The Germany international joined United back in 2005 as a youngster but failed to make a senior appearance for the club.
And German newspaper Bild claim City's incoming new coach Pep Guardiola will make an offer for the stopper six years after he left England for the Bundesliga.

Hannover sit bottom of the Bundesliga with just 13 games of the season remaining.
They are seven points from safety, having conceded 36 goals in 21 games.
Zieler himself has kept just four clean sheets in 23 appearances for the club in all competitions this season.
He quit United in 2010 after a brief loan spell at Northampton Town, where he made two appearances.
He was linked with a switch to Liverpool during Brendan Rodgers' reign at Anfield but no offer was ever made.
