Semper, who was also Croatia's goalkeeper at the Under-17 World Cup in the summer, has been on the Blues radar for some time.
Goalkeeping coach Christophe Lollichon has been watching the highly rated shot-stopper closely and persuaded Chelsea to make a move.
The club's technical director Michael Emenalo travelled to Croatia to meet with Dinamo manager Zoran Mamic to discuss a possible deal.
