The Blues were considered suitors of 22-year-old Telles during the summer.
But competition for the Galatasaray defender from Inter and PSG meant Chelsea looked elsewhere for cover before deadline day.
Telles eventually moved to Inter on loan as no club was willing to stump up Gala's £10million valuation, while Chelsea bought Baba Rahman from Augsburg as a replacement for Filipe Luis.
Brazilian born Telles is understood to be considering switching allegiances to Italy.
"Brazil and Italy are two important national teams. What is certain is that playing in a great team like Inter, Alex will have lots of chances to get a call-up," Otto added.
“If then it will be Brazil or Italy… we'll see. You can choose the national team that makes you feel more important.”
