Arsenal started the new season without recruiting a single outfield player, with goalkeeper Petr Cech from Chelsea the only arrival in the summer.
Wenger was reportedly keen on Real Madrid's Karim Benzema, and Merson is amazed the Frenchman didn't table a £70million for the striker to test the waters.
The ex-Gunners winger now believes his former club will struggle in the Premier League title race with just Theo Walott and Olivier Giroud competing for the centre-forward spot.
Merson told Sky Sports: "Why have Arsenal finished that many points behind Chelsea last season and only signed a goalkeeper?

"They should have gone for Benzema. He should have put in a bid for £70m, and if he didn't want to come then so be it, but at least Wenger could have shown his ambition to the fans.
"If one of the strikers gets injured they're in trouble. Arsenal will not win the league with Theo Walcott up front as the main focal point. They need a bigger focal point."
