White Hart Lane officials are set to meet on Thursday to discuss their next move after West Brom rejected their second bid, believed to worth £21million.
The Daily Mail report Spurs are not opposed to turning their back on Berahino and pursuing other targets if West Brom keep rejecting their offers.
Chairman Daniel Levy had hoped their second offer would be enough to tempt the Baggies to sell their star striker, however the club is standing firm by their £25m valuation.
Berahino handed in a transfer request in an attempt to force a move to Tottenham, however Tony Pulis' side quickly rejected it.

Spurs' interest to sign Berahino is still strong, and the Daily Mail claim a third, and possibly final, offer could be on the cards before the weekend.
The 22-year-old is desperate to leave West Brom, and in the wake of the second bid being knocked back, Berahino appeared to have unfollowed the Baggies on Twitter.
It had been reported that Manchester United were considering a late swoop to sign Berahino and if Spurs were to end their pursuit, it could provide Louis van Gaal's side with an opportunity to resurrect their chase for the youngster.
