The Costa Rica international has been linked with a number of clubs this summer, with Villarreal showing interest as well as Palermo.
However, according to reports the Serie A side have agreed to match Arsenal's asking price and a deal is close to being completed.
Fichajes reports that the Italian club are keen to finalise a deal for the 23-year-old and are flush with cash following the sale of Paulo Dybala to Juventus this summer.
The forward endured a tough time at the Emirates, struggling to break into Arsene Wenger's starting XI despite an impressive campaign at the 2014 World Cup.
Joel Campbell is said to be close to a move to Palermo
Since signing for the Gunners in 2011 he has made just four league appearances, being sent out on four separate loan spells to Lorient, Betis, Olympiacos and Villarreal.
Wenger is said to be keen to get him off the books so a deal for Campbell could be finalised swiftly - especially given Palermo's willingness to meet his £7.1m asking price.
