Express Sport understands that United are ready to trigger the player's £22million release clause.
Arsenal, Liverpool and Chelsea have all been linked with a move for the player but a move to United now appears close.
If someone wants to sign our players then the release clause must be met.
It is thought that the player is keen on a move to Old Trafford and that a deal could be wrapped up as soon as next week.
But the recently re-elected Bartomeu says United are yet to submit a bid.
And the Camp Nou chief insists that they won't be tempted into letting Pedro leave for less than the release clause.

He said: "We have not received any offers for any player.
"I refer back to what head coach Luis Enrique said: if someone wants to sign our players then the release clause must be met.
"So far, no one has made an offer, so we're calm."
