The Baggies boss is set for talks with owner Jeremy Peace next week with takeover uncertainty still hanging over the club.
Peace wants the wheels in motion for any change of ownership to be in place by the end of the month to avoid the club spending the whole transfer window in limbo.
Pulis is keen to press on with his summer business and winger Phillips is among his top targets and is likely to cost £5-7million.
Albion were keen on Phillips in January but QPR were unwilling to sell to a rival but the London club’s relegation has raised the prospect of a deal now being struck.
Interest in Phillips remains despite the fact the Baggies are poised to push through a £1.5m deal for Wigan winger James McClean in the coming days.
Ba is another January target they have stepped up their interest in but the Baggies face competition from West Ham and Chinese side Shanghai Greenland Shenhua.
