The Monaco striker endured a dreadful season at Manchester United, scoring just four times this season.
However Chelsea manager Jose Mourinho is keen to bring him to Stamford Bridge and believes he can get the best out of him.
But reports in France suggest the Colombia star is unsure what role he will get at Stamford Bridge.
Mourinho is likely to use him as a back up to Diego Costa, who scored 20 times in his debut season in the Premier League following his £32m transfer from Atletico Madrid.
And Falcao is said to think his chances of games are better at Liverpool.
The Reds are without Daniel Sturridge until October and are likely to move on Mario Balotelli and Rickie Lambert.

Divock Origi and Danny Ings have already come in but are young and raw.
Falcao, before his United disaster, was regarded as one of the top strikers in world football.
His reputation has been tarnished in this country but he remains determined to prove what he can do.
Mourinho, speaking to DirecTV Sports, admitted he hopes people could see the best of him.
"It really hurts me that people in England believe that Falcao is the guy they saw at Manchester United," Mourinho said.
"He's a player I know, one that I've followed since Atletico Madrid and if I can help Falcao arrive at his level I will do it."
