Wenger has allegedly come to the conclusion that he cannot contend for the Premier League title without a world-class keeper.
Blues boss Jose Mourinho has previously stated that he won't sell the 31-year-old to a rival, but it is ultimately up to owner Roman Abramovich, who is open to offers of £10million.
Cech has made no secret of his desire to leave Stamford Bridge in the summer in search of first-team football, having lost his place to Thibaut Courtois this term.
