The Porto midfielder was on the Citizens' radar in January along with team-mate Eliaquim Mangala, however a deal failed to materialise.
However, this was largely seen as a tactic to drive up the asking price of the Brazilian-born star.
But according to Portuguese paper Diario de Noticias, City will land the holding midfielder for a fee of around £15million.

It is expected Fernando will fly into Manchester in the coming days to complete the formalities of a move.
Fernando's disciplinary record may raise eyebrows, as he was cautioned 12 times and sent off twice last season.
Meanwhile, City are still confident of thrashing out a deal for Arsenal's Bacary Sagna which could see him pocket £150,000 a week.
