The Serie A outfit are believed to be willing to listen to high end offers for him, as President Massimo Moratti is keen to press ahead with a move for AC Milan's Mathieu Flamini.
He has been linked with a cluster of clubs across Europe, and Moratti confirmed Spurs are among those interested in the Colombian.
He said: "Guarin? He is a really good player and for that reason he is liked by others.
"Tottenham are really interested."

But Russian giants Anzhi Makhachkala have distanced themselves from reports linking them with Guarin.
A statement on their club's official website: "Regarding the rumours on Fredy Guarin, we deny holding an interest in the player.
"These assumptions are without substance, as they also are about (Roberto) Soldado and (Pierre-Emerick) Aubameyang."
Guarin netted seven times in all competitions for Inter last season.
