United are reportedly at the front of the queue for the English teenager, and could offer him wages of £200,000-per-week.
But the table-topping Reds apparently believe they can swoop in and steal the youngster for three reasons.
The Daily Mail reports that Liverpool have told Dortmund of their intention to sign Sancho, partly because of Jurgen Klopp’s close relationship with the German side.
Klopp left Dortmund in 2015 after eight years at the Westfalenstadion, but still has good connections with the club.

Liverpool have also recently signed a new kit manufacturing contract with Nike, who happen to also have an agreement with Sancho.
The teenager is a Nike athlete, and it is possible that a move to Liverpool would be beneficial for them.
The same report from the Mail claims Sancho is close friends with Liverpool quartet Trent Alexander-Arnold, Alex Oxlade-Chamberlain, Jordan Henderson and Rhian Brewster from their time on international duty.
And they could be asked to try and tempt the Dortmund ace to Anfield.
Sancho was tipped to leave Dortmund earlier this season, after he reportedly fell out with Dortmund boss Lucien Favre.
The Swiss boss apparently grew tired of Sancho’s off-pitch antics, and dropped him for a Champions League game against Barcelona because he was “not focused”.
And that led to speculation that Dortmund would look to sell, though they would go on to publicly repair their relationship.
Now, however, Dortmund could be forced into selling the forward, who has scored 12 goals and provided 13 assists in 19 Bundesliga games this season.
