Premier League clubs joined the Carabao Cup in the second round but Norwich and Crystal Palace won’t be part of the third round draw.
The Canaries were beaten 1-0 by League Two’s Crawley after changing their entire starting line-up from the side that lost to Chelsea at the weekend.
"It was unlucky because we were the better side. We gave five debuts and made 11 changes and this type of game can happen when you do things like this," said Norwich boss Daniel Farke.
"We missed some unbelievable chances, we hit the crossbar two times and had a few penalty incidents that weren't given."
Palace were eliminated via penalties after being held to a 0-0 draw by Colchester, also of League Two.
Eagles manager Roy Hodgson said: "We sign players, believe in them and believe that when they get their chance they will shine.
"You can't do more than give them a chance to come in and shine and there will be some who aren't happy with their performance.
"But the bottom line is if we can't start scoring goals it will be difficult for us and that is because we don't create or take our chances, so as a result you are never sheltered."
The Premier League’s European competitors weren’t involved in the second round but they will be part of the third round draw.
Carabao Cup third round fixtures are scheduled to be played the week of September 23.
