That is the opinion of ESPN FC pundit and former Arsenal midfielder Stewart Robson.
Leicester defender Maguire looks set to join Manchester United this summer.
Reports on Sunday claimed the two clubs had finally agreed an £80million fee for the 26-year-old.
That would make Maguire the most expensive defender in history, overtaking Virgil van Dijk who joined Liverpool from Southampton for £75m in January 2018.

Premier League champions Manchester City have also been interested in signing Maguire this summer.
They may be in the market for a new centre-back following the departure of club captain Vincent Kompany at the end of last season.
Robson admits he would rather see Maguire join City than United.
He reckons Maguire would be an upgrade on John Stones in the City side.
“Harry Maguire is the best football-playing centre-half there is in Britain at the moment,” Robson said.
“He’s the one player that can step out with the ball.
“I’d like to have seen him go to Man City and John Stones be left out.
“John Stones isn’t good at coming out with the ball.
“Whatever anybody says John Stones isn’t as good as Harry Maguire on the ball.
“Manchester United, I still think that would be a good signing for Manchester United.
“Harry Maguire’s a good player.”
