Hudson-Odoi has been linked with a move away from Chelsea throughout the January transfer window.
Bayern Munich have seen four bids turned down for the talented 18-year-old.
Hudson-Odoi reportedly handed in a transfer request on Saturday but still started and scored in the FA Cup win over Sheffield Wednesday on Sunday.
Burley would like the winger to stay at Stamford Bridge as it would not look good on Chelsea’s academy if one of their hottest properties left.

However, he can understand the attraction of playing in the Bundesliga and for Bayern Munich.
England youngster Jadon Sancho has excelled at Borussia Dortmund this season, whereas Reiss Nelson, on loan from Arsenal, has impressed at Hoffenheim.
“By all accounts he wants to go,” Burley told ESPN FC.
“I can understand that, Bayern Munich, great opportunity, the German league in particular.
“Bayern, particularly Dortmund, giving all these youngsters great opportunities, giving them platforms.
“However, it would be suicidal I think for Chelsea to allow this to happen, particularly now.
“What is it about your youth system if multitalented kids are coming through and then the Bayern Munichs are coming in and saying ‘oh we’ll take him because you’re not playing him’?
“I’d like to think he’s going to stay and get more game time, not just in the FA Cup but in the league.
“But I think that’s a 50-50 because he’s frustrated about the minutes on the pitch and Chelsea don’t want to be seen just to let one of their stars of the future, potentially, out the door.”
Hudson-Odoi is yet to start for Chelsea in the Premier League.
The Blues visit Bournemouth on Wednesday as they look to further cement a place in the top four.
Eddie Howe's side are 12th in the table heading into the match.
