Liverpool are yet to lose a game in the league and are a point clear of reigning champions City in second.
Liverpool visit the Etihad to play City on January 3 in a game that could prove vital in the title race.
I think the quality of City at this moment, still, I think most people would see them as slight favourites
Carragher admits his former side can go all the way this year and win the club’s first title since 1990.
However, he concedes City are still in the best shape to finish top of the pile for the second successive year.
“Yes they can [win the league],” Jamie Carragher said of Liverpool.
“I still think most people see City as favourites and rightly so.
“I think the big game at the end of the festive period away at the Etihad, if Liverpool can find themselves in the same position which is ahead of Man City, they will be delighted.
“We’re almost at the halfway stage now so if you’re up there fighting with the top teams in the league you’ve got to say you’ve got a decent chance.
“But I think the quality of City at this moment, still, I think most people would see them as slight favourites.
“Maybe more than slight favourites really.
“But I think it’s a great job Jurgen Klopp and the players have done that they’re still with them.”
James Milner returned to the Liverpool sidd for the match at Wolves.
However, Trent Alexander-Arnold is still not available and won't be until after Christmas.
Diogo Jota is missing for the hosts due to injury.
