Express Sport understands Tottenham are serious suitors for his signature.
But according to Catalan daily Mundo Deportivo, City are similarly keen.
It’s suggested Barcelona are also monitoring his availability along with PSG.

But Spurs, who failed to sign a single player during the summer transfer window, are leading the race for his signature.
The 21-year-old won’t be cheap though.
Ajax value their prized asset at a hefty £40m.
He’s made just 37 appearances for the Amsterdam-based outfit, scoring one goal.
De Jong claimed last month he was happy to stay at Ajax after they qualified for the Champions League group stage.
"Maybe someday I'll join Barcelona, but not this season," he said.
"I have already played a binding match for Ajax.
"I’m staying at Ajax.
"I think it will be a good year.”
Ajax will lock horns with AEK Athens, Bayern Munich and Benfica in Group E.
They could face Spurs or Barcelona if they all reach the knockout stages.
Despite City’s interest, the Premier League champions are already well stocked in midfield.
They have also started the season strongly and edged past Newcastle 2-1 in their last fixture.
Speaking after the clash, Guardiola said: “We dropped two points against Wolves but the performance was quite good and we created chances.
“I am not disappointed in the way we played.
“If you don't win a game then it is important to win the next one."
