LAPD Officer Rosario Herrera said the driver of the vehicle has remained on scene and the incident appears to be an accident.
Los Angeles police Sergeant Dwayne Wilson said two vehicles collided in the intersection of Pico and Redondo boulevards after one blew a red light.
He added that the impact sent one car into the pavement, striking a group of people dining outside a restaurant.
The van's driver, a 39-year-old man, was in fair condition, fire department spokeswoman Margaret Stewart said.
Video footage from a news helicopter shows a white van coming to rest on the sidewalk.
The vehicle appeared to have knocked down a white picket fence surrounding outdoor seating for diners at The Fish Spot restaurant.
