A shocking tour of the prison saw Cologne police boast of getting empty cells ready, treating another outbreak of migrant sex attacks as inevitable.
The police toured the empty prison cells which will be used to lock up any sex attackers trying to commit crimes during this year's celebrations.
Last year, there were more than 1,200 complaints of sex attacks by migrants in Cologne during the New Year's Eve fiasco.
However, only 35 of the accused men have appeared in court so far with a total of 24 found guilty.
Cologne cops boast of getting empty cells ready
Police in Cologne have tried to assure the public that there will be no repeat of last year's shocking scenes, which saw mass migrant sex attacks coordinated close to the town square's Cathedral.
They said the 66 empty prison cells can accommodate up to 100 people at the same time.
A police spokesman said: "In addition to the five prisoner-transporter vehicles already in Cologne, more vehicles from other cities have been ordered for use on New Year's Eve.
"They will be distributed at different locations in the city as required, and can bring up to seven people into police custody at the same time."

Police officials said that once the suspects are at the prison complex, they will searched for dangerous objects.
A judge will be waiting at the police station, deciding who remains in custody and who can be sent directly to prison.
During the tour of the jail, officials showed off the desolate corridors and prison cells with tiled walls, a mattress and a urinal.
They added that there will be no blankets for anyone arrested on the night.

Current police chief Juergen Mathies also revealed that 1,500 officers - ten times as many as last year - will be on duty this New Year's Eve to avoid a repeat of the attacks.
They are also planning helicopter surveillance, restricting the number of people in certain areas and deploying police officers trained specifically in sexual assault.
