Thaksin was granted a new passport on October 26, the foreign ministry said after an April 2009 order revoking his passport was lifted.
Thaksin fled into exile after being ousted by a 2006 military coup, and was convicted of corruption in absentia.
His critics accuse the current government of helping Thaksin escape justice. Yingluck Shinawatra, Thaksin's sister, became prime minister in August.
Thaksin's passport was revoked because he was judged to be undermining national security after his supporters disrupted a meeting of Asian leaders.
