'Incoherent' Joe Biden 'insults a reporter' before giving latest cringeworthy rant

US President Joe Biden ramped up his electoral campaign on Wednesday as he took part in a rally with Vice-President Kamala Harris.

US President Joe Biden appeared to hit out at a journalist during a photo op while on the campaign trail before bumbling through another speech.

Mr Biden headed to Philadephia, Pennsylvania’s largest city, on Wednesday as he ramped up his electoral campaign.

While Republican candidate Donald Trump is awaiting for jurors to deliberate in his hush-money trial, the incumbent US President launched his Black outreach campaign.

While racking up support, however, President Biden seemingly insulted a reporter who asked him a question.

The Republican-supporting RNC Research account on X shared a video with the caption: "Biden insults a reporter who asks if he could finish another four-year term, if re-elected — or if he'd hand over power to Kamala Harris".

In it, the journalist could be heard asking Mr Biden whether he is planning to complete the four-year presidential term or if the US could see him handing over the reins to Vice-President Kamala Harris if re-elected.

Mr Biden appeared to respond: "You are not hurt, are you?"

Asked to repeat his answer as the wind blowing made it difficult to hear him, the president seemingly said: "Are you OK, did you fall on your head or something?"

During his day in Philadelphia, Mr Biden was also caught on camera digressing and speaking about his grandfather and father's relocations.

In a clip also shared by RNC Research, which described Mr Biden's sentence as "incoherent", he said: "My dad moved us back down to where he had been raised in Wilmington, Del- he was raised in Baltimore, then Wilmington, his father moved to Wilmington. Then we moved down to Claymont, Delaware. Some of you know Claymont. It's about a good long driver from here."

During the day in Philadelphia, Mr Biden didn't fail to hit out at Mr Trump, as he accused him of "pandering and peddling lies and stereotypes" during his campaign.

The US President then spent several minutes rebutting some of the Republican candidate's most frequent campaign claims, as well as listing a series of accomplishments Mr Biden achieved during his term that he said are benefitting minority voters.

On Wednesday, Mr Trump was in New York, as his hush-money case is inching towards its end.
