He made the comments in a speech outlining his party's proposals for a federal UK to reform the Union at his party's conference in Perth.
First Minister Nicola Sturgeon has warned another poll is "looming" and has drafted legislation to hold one in the wake of last June's UK-wide vote to leave the European Union.
Speculation is mounting the SNP leader will announce a rerun of the 2014 ballot within weeks.
But the power to hold one remains reserved to the UK Government. Holding one requires Westminster to grant a Section 30 Order.

The Edinburgh South MP told conference delegates: "The SNP have absolutely no mandate for another independence referendum."

He claimed Conservatives were to blame for the prospect of another vote dominating the political agenda, branding the party as the "the SNP enablers". "It is they who are really responsible for this current mess - Nicola Sturgeon's mibbes aye, mibbes naw referendum," he added.
Speaking ahead of the conference Ms Dugdale admitted that Jeremy Corbyn is not "mad keen" on using the term "Act of Union" in relation to plans passed yesterday.
But she insisted he "fully supports a people's constitutional convention to examine issues of power across the UK".

An SNP spokesman said Mr Murray's was "extraordinarily desperate stuff".
"Just last year, the SNP won a third term in government on a manifesto that specifically said the Scottish Parliament should have the right to hold a referendum if Scotland was taken out of the EU against our will," he said.
