The "mini-tornado" was spotted hovering above allotments in Gloucestershire as Britain prepares for a weekend of severe weather.
The footage was recorded by Craig Lee Paget when he went out to read an energy meter.

The astounded 30-year-old can be heard claiming the "mini tornado" is the first he has ever seen.
The Cheltenham resident had been out working for Severn Trent Water when a customer pointed out the swirling phenomenon.
He said: "I'm not a weather expert, but it looked like a mini-tornado.
"It's not doing much but all the clouds are being sucked towards it."
A Met Office spokesman attributed the bewildering spectacle to unstable air within the higher clouds.
Mr Pagent's video comes as the Environment Agency issued ten immediate flood warnings – amid fears 35 more could follow this weekend.
The severe weather warnings suggest some areas could see an inch of rain in an hour.
