The Independent Police Complaints Commission is investigating after his relatives lodged a complaint over the level of force used. Tests are being carried out to see if there is a link between the incident and his death.
Charges of dangerous driving, disqualified driving, failing to stop for police and possessing cannabis were withdrawn hours after Mr Baskeyfield died.
A Staffordshire Police spokesman said the force was fully co-operating with the IPCC investigation.
