Greater Manchester Police said in a statement that to date 17 dogs have been seized.
Among them were four adult dogs seized by officers on Sunday along with nine puppies.
The girl is still being treated for her injuries in hospital, according to the force.
Officers were called to an address in Ackers Lane, Carrington, at about 2.40pm on Sunday, March 26.
It came after reports of a child suffering injuries caused by dogs.
News of today's arrest comes after three people were arrested on Monday on suspicion of owning a dangerous dog. They were released on bail.
Greater Manchester Police has referred itself to the Independent Office for Police Conduct over what happened.
