Middlesbrough is closely followed by Hartlepool and Liverpool.
Hospitals in Middlesbrough saw 582 admissions in 2014-15, 39 deaths in 2013-15, and 1,935 drug seizures in 2015-16 - all related to drugs.
London postcodes also featured in the top 10.
Among the list were Islington, Camden and Tower Hamlets.
The two midlands towns of Chesterfield and Stoke-on-Trent were ninth and tenth respectively.
