Express Sport understands the Gunners will appoint the former PSG manager this week.
Emery, 46, was sacked by PSG earlier this month, despite landing the domestic treble with the French giants.
Mikel Arteta was tipped to succeed Arsene Wenger at the Emirates, however, the Manchester City coach had doubts over a £50m summer transfer budget.
And Gunners hero Wright says Emery will need more than £50m to be successful at Arsenal.
“The problem [Laurent] Koscielny has had with his Achilles, that might be it now for him. It’s finally gone,” said Wright.
“I feel someone like [Shkodran] Mustafi is somebody I would not be keen on.

“Obviously [Konstantinos] Mavropanos has come in and is very promising. Even [Calum] Chambers. I’d love to see Chambers under a new coach.
“It [£50m budget] is not [enough].
“Arsenal still need to buy new players. We’ve got offensive players in abundance, that’s not the problem.

“It’s defensively - from the goalkeeper, defensive pairing and the central-midfield holding player.”
Emery will be appointed by the end of the week, with the ex-PSG boss replacing Wenger at the Emirates.
Wenger left Arsenal this season after 22 impressive years in north London, where the Frenchman won 10 major trophies.
