The France international has been heavily linked with a move away from the Nou Camp in recent months, despite only joining Barca last summer.
The 21-year-old struggled to impress this season following his £134m move from Borussia Dortmund.
Liverpool and PSG have been linked with moves for Dembele, with Reds boss Jurgen Klopp revealing his interest in the winger.
Speaking earlier this month, Klopp said: “Is he [Dembele] on the market? Then I’m interested.”
And Spanish football expert Balague has opened up on Dembele’s Barca future, claiming Ernesto Valverde is willing to let the forward leave on loan this summer.

"My understanding of the situation is they will let him go on loan," Balague told Sky Sports.
"Right now, who is going to pay 100m euros for him anyway? As I said, they will let him go on loan though."
Barca are back in action tomorrow night, with Valverde’s men facing Real Sociedad in the final day of the La Liga season.

The Spanish giants were on course to go the season unbeaten, however, a shock 5-4 loss at Levante last weekend stunned Barca, ending their chance to create history.
Liverpool, meanwhile, have turned their attention to the Champions League final next Saturday.
The Reds will face Real Madrid in Kiev (7:45pm kick-off).
