The Toffees have not been afraid to splash the cash this summer but Ronald Koeman determined to take his spending spree way above the £100m mark with the signing of Sigurdsson.
The Swans insist he is not for sale but Everton have made an offer of £45m, including add-ons, in a bid to convince them to do business, Sky Sports claim.
Swansea rejected their initial offer of £40m.
Despite interest from Leicester, the Merseyside outfit are the frontrunners for his signature.

Koeman sees the former Tottenham man as his No10 next season that will push Ross Barkley further down the pecking order.
Barkley has been strongly linked with a move away from Goodison Park and his exit would increase Everton's chances of landing the Iceland international.
Express Sport understands Swansea are reluctant to sell the 27-year-old but are set to accept an offer from Everton in a bid to raise funds that will also include £5m in bonuses.

Swansea owners Steve Kaplan and Jason Levien, who value Sigurdsson at £50m, recently said: "At this time we have not received an offer from any club which represents a fair valuation of Gylfi given his importance to our club.
"We will not be bullied or forced into a decision until a club meets our valuation of the player, no matter whether they believe they have an agreement with the player.
"Any such agreement would obviously be in contravention of Premier League legislation."
