Bielik moved to Arsenal from Legia Warsaw in 2015 and Arsene Wenger is known to have high hopes for the 19-year-old.
The teenager was allowed to join Birmingham City on loan in January and he went on to make 10 appearances as they guaranteed safety on the final day of the season.
But with Bielik's chances of breaking into the first-team slim, it appears Wenger is ready to let him again more experience.
He told Polish outlet Laczynaspilka: "I will probably be in Norwich City, or on another loan, the talks are close to finalising.

"I'm sure I'll go back to Arsenal, I'll be in the first team and get a chance in the Premier League."
Earlier in the week, Wenger revealed the young players who he felt were close to a breakthrough.
“We have some young players who will join the squad next season,” Wenger said.

“Like Reiss Nelson, like Ainsley Maitland-Niles already. So they are two players.
“So we have quality players who might have a chance next season and hopefully we will be able to do that again because that’s part of the DNA of the club as well.
“The first quality we have that will be needed is to keep the [first-team] players together. The team has learned a lot, but to transfer that into the new season the first ingredient and the first request is that they stay together, that they fight together.
“So that’s basically my answer: let’s keep them all together.”
