Liverpool want to wrap up a deal for Salah, with Jurgen Klopp eager to add more pace and fluidity to the wings.
After seeing an opening bid of £28million for the Egyptian rejected, talks have subsequently stalled, with Roma pushing for a higher fee.
Klopp has supposedly turned his attentions to Sporting Lisbon star Gelson Martins as a contingency option if he can't persuade Salah to join.
Nainggolan, meanwhile, who was on Chelsea's radar last summer, has been linked with a move to United.

And according to Italian news outlet Mediaset Premium, the Belgian midfielder could be offloaded if a deal for Salah collapses.
It is said Nainggolan could be sold for £34m in order to balance the books and meet Financial Fair Play requirements.
When questioned about the United rumours, he said: "It may be true. It may not be true.

"We'll see. I am going on holiday and then we will talk about it.
"My thoughts are to go on holiday and relax myself, I am not thinking about my future right now.
"I've spoken enough about this and what I want. I have made a promise [to Roma] that I intend to maintain; now it's up to other people."
